Mario W. Cardullo

Mario Cardullo's experience as engineering and management professional specializing in technology management is considerable. Mario Cardullo was chosen as one of the 100 technology leaders in the Commonwealth of Virginia (1997-98). Mr. Cardullo is widely published (130 papers, books and articles) in the fields of management of technology (MOT), energy, and systems engineering. Mr. Cardullo serves as the Counselor, Technology and Entrepreneurism, to the Under Secretary of the Department of Commerce for the International Trade Administration. Mr. Cardullo has served as Senior Research Associate and Adjunct Professor of the Virginia Polytechnic Institute and State University in the Department of Industrial and Systems Engineering at the Northern Virginia Center and in the Pamplin College of Business for eleven years. At the Virginia Tech he teaches the capstone course in the Master of Engineering Administration Program, developed, and teaches the Management of Technology course for the University and has taught the capstone in the MBA program, Strategic Management. Mr. Cardullo was a Visiting Fellow at the Economic Strategy Institute in Washington, D.C. where he completed a study of the impact of the Internet on the automotive value chain entitled From Push to Pull: Impact of the Internet on the Automobile Industry. This study covers from B2B through B2V (Internet vehicles). Mr. Cardullo held the position of Visiting Professor at the Polytechnic Institute of Dubai, UAE for three years and has been a guest Professor at Master of Science Finance Program at George Washington University. Mr. Cardullo has also been a Visiting Professor of the University of Texas at Austin IC2 Institute and where he taught Financing of New Ventures. Mario Cardullo is a Visiting Faculty at the R. H. Smith Business School of the University of Maryland where he teaches Globalization of Knowledge Management in the MBA program. Mr. Cardullo has also served as the Chairman of the Board of Advisors for PriceDrive, Inc, Champions (CSBR), and for VSE Corporation (VSEC).

Mr. Cardullo has been the founder or principal in a number of technology companies. Mr. Cardullo was instrumental in developing and merging SciCentral.com the premiere science and technology news site where he served as COO/CFO. The company was merged into to SciQuest.com, Inc. in February 2000 for public stock.
Mario Cardullo has also served as a technology advisor to the State Science and Technology Commission of the PRC through a contract with the U.S. Department of Energy. He has served as consultant to information technology companies including technology strategy for BTG, the American Red Cross, the Japanese utility industry, U.S. Department of Energy, Italian natural gas industry, International Energy Agency, and other major technology enterprises. He has served as the Vice President of the Energy Division of PCI, a consulting company, where he provided senior level support to the Office of Assistant Secretary for Fossil Energy of the U.S. Department of Energy and other PCI clients. Before this position, Mr. Cardullo was a Director of TMS, Inc., another energy consulting firm. These positions required a detail understanding of the various energy systems under development and international economics. He planned and directed studies of the feasibility of transferring the technologies developed in the various fossil energy research and development programs to developing countries. He also directed and performed detailed analytical studies of technologies to determine the feasibility of using them to reduce the reliance of foreign petroleum imports during any potential disruption.

Before joining TMS, Mr. Cardullo was the President and Chief Executive of YND, Inc. a vertically integrated company that was funded to develop and market technological advanced products in the food service industry. Prior to forming and financing YND, Mr. Cardullo had spent twelve years with the U.S. Department of Energy, where he had held senior positions in energy transportation, coal exports and had been the first director and organizer of the National Energy Information Center (NEIC).
Before joining DOE, Mr. Cardullo had been the President and Chief Executive of two high technology companies specializing in medical electronics, computer processing, technological development and venture capital. Mr. Cardullo also served as the president of Venture Management, Inc, a venture capital firm in joint venture with the Mexican Government in the industrial development area. As the Chief Executive Officer of Communication Services Corporation, Mr. Cardullo developed in 1970 one of the first digital systems for the use of standard telecommunication system for the acquisition and the computer processing of medical data. Mr. Cardullo is the inventor of one of the basic patents for the "RFID-TAG" devices (E-Zpass, Fast Toll, etc.). The “RFID-TAG” transponder invented by Mr. Cardullo was developed and built as an electronic license toll system in 1970. Prior to forming these companies, Mr. Cardullo was the first Planning Officer of the Communications Satellite Corporation (COMSAT), where one of his achievements was the conception of the Maritime and Mobile Communications Satellite Program (IMARSAT) and the highly successful Rescue Satellite System. The eight years prior to joining COMSAT, Mr. Cardullo was involved in liquid rocket propulsion R&D including the development of the variable thrust concept used by the Lunar Lander (LEM) and the variable thrust plug engine for the Lance missile system. Mr. Cardullo also served in the Apollo Program as the Senior Propulsion System Engineer for all aspects of liquid rocket propulsion from R&D to program management.

Mr. Cardullo holds BME, MME and MEA degrees and has done considerable doctoral studies at Polytechnic University (Brooklyn, N.Y.), Steven’s Institute of Technology (Hoboken, NJ), and MIT. He is a Registered Professional Engineer. He is an Associate Fellow of the AIAA, life senior member of the IEEE and holds patents in electronics and mechanical devices and systems. Mr. Cardullo during his career has published over 130 articles and papers in professional and technical journals. He is the author of the Introduction to Managing Technology, Research Studies Press/John Wiley and Sons, ISBN 0 471 96787 4, 1996. Mr. Cardullo is the author of Technological Entrepreneurism: Enterprise Formation, Financing and Growth, Research Studies Press/ Taylor & Francis, ISBN 0-86380-223-0 that was published in the June of 1999. He is a contributor to the IEEE/CRC Handbook on Technology Management. Mr. Cardullo was awarded the Bronze Medal for Outstanding Service from the U.S. Department of Energy.
