September 2002 Monthly Meeting

China and Human Rights: Perspectives of the Congressional-Executive Commission on China

TOPIC: The September meeting will feature a presentation by the Congressional-Executive Commission on China and will be held in the Dirksen Senate Office Building. The Commission's mandate is to monitor human rights and track the development of the rule of law in China. Important perspectives will be shared for understanding the business environment in China and for knowing how crucial bilateral governmental issues can affect that business environment.
SPEAKER: Ira Wolf
Staff Director
Congressional-Executive Commission on China

COMMISSION'S STATEMENT ON MEETING CONTENT:  Human rights (along with trade, Taiwan and weapons proliferation) is a top hot-button issue affecting Sino-U.S. relations. The issues of human rights and trade were delinked with the passage of PNTR for China. However, members of Congress continue to pay special attention to Beijing's human rights practices, and they expect the same from U.S. businesses operating in China

Regarding rule of law, China has made significant progress in commercial law reform. However, reforms in many aspects of civil and criminal law have lagged behind. Even in commercial law, arbitrary enforcement of laws and a lack of transparency can make it difficult for U.S. companies to function.

Therefore, greater respect for human rights and the rule of law in China is not simply an academic or political debate. It can impact your bottom line.
